The Organizing Authority (OA) is Fraglia Vela Riva del Garda

in conjunction with the F.I.V. (Italian Sailing Federation) and the Byte Class International Association (BCIA).

The 2014 Byte CII World Championship is also a European and African Continental Qualifier for the 2014 Youth Olympic Games

QUALIFYING PROCEDURE

European: The top ranked male competitor from the first six (6), different European nations in the final scoring, shall qualify that nation for a male position in the singlehanded sailing discipline of the Youth Olympic Games as per the ISAF Qualification System. Similarly, the top ranked female sailor from the first six (6), different European nations in the final scoring shall qualify that nation for a female position in the singlehanded sailing discipline.

African: The top two (2) ranked males from different African nations and the top two (2) females from different African nations will be qualified.

 

This Championship only qualifies the nation and does NOT automatically qualify the sailor. The sailor finally selected for the Games will be chosen by the ISAF Member National Authority (MNA) of the qualified nation.  In order to qualify a nation at this event, an athlete must have been born between 1st January 1998 and 31st December 1999 (both dates included). Proof of age will be required at registration.

1. RULES

1.1. The 2014 Byte CII World Championship will be governed by the rules as defined in the Racing Rules of Sailing (RRS).

1.2. The ITA Sailing prescriptions shall not apply.

1.3. If there is a conflict between languages, this English text shall take precedence.

 

2. ADVERTISING

2.1. Advertising shall be permitted in accordance with ISAF Regulation 20.

2.2. Competitors may be required to display event advertising provided by the OA and such advertising shall be permitted on the main sail. This changes the allowed advertising of 20.4.1.
3. ELIGIBILITY AND ENTRY

3.1. The regatta is open to all Byte CII sailors, irrespective of age or gender.

3.2. Eligible competitors shall register online at www.bytechamps.org
3.3.The entry fee will be Euro 300 for entries received prior to April 6th, 2014 and Euro 400 for entries received after that date. Entry fees will be paid at Registration.

3.4. No entries will be accepted after April 13th, 2014.

 

4. SCHEDULE

4.1. A maximum of Thirteen (13) World Championship races are scheduled. There will be a maximum of four (4) races per day.

5. MEASUREMENT

5.1. All sails shall be measured and stamped during designated hours to ensure compliance with class rules.

5.2. Boats may be measured and/or inspected at any time during the course of the event to ensure class rule compliance at the discretion of the International Jury.
5.3 As per the Rules of the Byte Class, PFDs shall be worn when afloat. Competitors must present their PFD at the time of measurement. A competitor may have his or her PDF checked at any time on the water by a member of the Jury.

 

6. SAILING INSTRUCTIONS

6.1. Sailing Instructions (SIs) will be available on the event website and during registration.

 

7. VENUE

7.1. Racing will be held in the waters of North Lake Garda.

 

8. COURSE

8.1. The courses to be sailed will typically be of a windward/leeward or triangular configuration but may be of different configurations that reflect potential courses to be sailed at the Youth Olympic event.

8.2. Specific course details will be outlined in the SIs.

 

9. PENALTY SYSTEM

9.1. RRS 44.1 is changed so that “Two-Turns Penalty” is replaced by “One-Turn Penalty” when a boat may have broken a rule of Part 2 while racing.

9.2. Appendix P shall apply except it shall apply to each race and not be cumulative. P2.2 is changed to: “In any race, when a boat is penalized a second time, her penalty shall be to promptly retire from that race. If she fails to take it she shall be disqualified without a hearing and her score shall not be excluded”  P2.3 shall not be applied. Boats signaled in accordance with the provisions of RRS P1 shall take a “Two-Turns Penalty” in accordance with RRS P2.1.

9.3. Decisions of the International Jury shall be final in accordance with RRS 70.5.

 

10. SCORING

10.1. Four (4) races are required to be completed for the World Championship to constitute a series.

10.2. When fewer than four (4) races have been completed, a boat’s series score shall be the sum of all her race scores.  When from four (4) to eight (8) races have been completed, a boat’s series score shall be the sum of her race scores excluding her worst score.  When nine (9) or more races have been completed, a boat’s series score shall be the sum of her race scores excluding her two worst scores.  This changes RRS A2.

 

11. PRIZES

11.1. Perpetual Trophies will be awarded to the Overall World Champion and to the Female World Champion (who may be the same person).

11.2. Prizes will be awarded to the top six finishers overall.

11.3. Prizes will be awarded to the top three female finishers overall and to the top male and female master (over 40 years of age).

11.4. Special prizes may be awarded at the discretion of the Organizing Authority.

 

12. BERTHING

12.1. While ashore, all competing boats shall be kept for the duration of the event in their assigned area at the Fraglia Vela Riva del Garda park boats.  Boats may not depart the facility without prior written permission from the OA.

 

13. EVENT HEADQUARTERS
13.1. The Event Headquarters and Hospitality Tent will be located at the terrace of Fraglia Vela Riva del Garda.

 

14. MEDIA RIGHTS

14.1. Competitors give absolute right and permission for video footage and photographs of themselves or their boat to be published, in perpetuity, in any media for press, editorial, or advertising purposes.

 

15. DISCLAIMER OF LIABILITY

15.1. Sailing is an activity that carries with it an inherent risk of damage and injury.  Competitors participate in this regatta entirely at their own risk and are reminded to pay special attention to RRS 4, Decision to Race. All competitors will be required to sign the following waiver at registration or, if under the age of 18, present the waiver signed by a parent or guardian.

 

“The race organizers, including the OA, Race Committee, International Jury, sponsors, volunteers, or any other affiliated organization or official, will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of practice for or participation in this event on the water or ashore.  By participating in this event, each competitor agrees to release the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law.”

 

16. INSURANCE

16.1. All sailors shall have third party insurance cover valid in Italy of not less than € 1,000,000.00 and are required to produce evidence of such insurance during registration.

 

17. CHARTER BOATS

17.1. Charter boats, with or without sails, will be available from Nautivela and the Charter Form, with costs for boats, is posted on the Charter page.

17.2. Deadline for charter reservations is March 01st, 2014.  Deadline for charter confirmation and payment is March 30th, 2014.

17.3. Nautivela s.r.l. will endeavour to satisfy the requirements of all MNAs but there will be a limit to the number of boats available. The first 2 boats requested by an MNA will be reserved but any requests for more than 2 boats by the same MNA will be put on a waiting list and, at the charter confirmation deadline, any boats that are still available will be allocated on the basis of the original date of the request.

18. SUPPORT BOATS AND MOTOR NAVIGATION

18.1 Mechanically propelled boats are generally prohibited to sail on the northern part of Lake Garda, however, during this event, a special permit to use such boats may be given. Support personnel having a boat, shall produce the following documents to the organising authority:

•rib’s engine registration document (engine brand name – engine serial numbers);

•rib’s engine insurance;

• Driver’s identity document.

 

The permit will be issued only for assistance to the races and training and it can be withdrawn at any time if rules for coaching as stated in the SI are not followed.

It is forbidden to operate private assistance boats on the right hand side of the course looking south.

 

19. COACHES, AID AND SAFETY

19.1 Team leaders/coaches shall register at www.fragliavelariva.it and complete on-site registration at the race office.

19.2 Team leaders/coaches shall comply with the following:

• to follow all instructions given by the Race Committee and by the Organizing Committee;

• to carry other coaches on board if necessary;

• not more that 2 coaches/trainers/parents are allowed on the same assisting rubber boat;

• at completion of registration, coaches/trainers/parents are required to leave their personal details including mobile phone number and the list of their sailors; the list of sailors can be sent in advanced by e-mail before completion of registration.
